At the 7/19/16 Newton Illinois City Council Meeting the Council passed a Ordinance that will put a end
to a practice that has been a plague on the City for decades.
This major legislation puts a stop to those who would dare to show up at city hall and pay a utility bill,
fine or permit fee and dare to use more than $1.00 worth of change, Ordinance 16-04 lets the
undesirable who would want to do such a thing know that they are not welcome here.
Seriously now, this ordinance shows how the minds of the city council works, they pass a ordinance
that first of all I seriously doubt is legal and second and more importantly is strictly for the convenience
of the city with no regard to the convenience or inconvenience of the citizens.
