Lets compare a couple different ways that businesses are started.
The first way is that you have a skill or offer a service that you believe that people
are willing to pay for.
You start small in your own house or garage or trunk of your car and using hard
work and self reliance grow the business from the ground up, eventually getting to
the point where the business has to be moved out of the house or garage to a
bigger location and hire employees. Here are some local examples
The second way is that you have a Idea and you want to start big, no starting in the
garage out back here. You hire marketing people to attract Investors. You hire
people who search out where the best deals for a new industry are then you hire
people who specialize in filling out the paperwork to get government grants, tax
abatements, low interest loans, free industrial park land, reduced utility costs, and
any other government perk available.
Both of these ways can and do work but the first way is under serious attack from
the city council and in fact, every example of successful self started business that I
listed in the examples would not be allowed under current zoning rules, just think if
the next Steve Jobs were here in Newton IL right now he would be shut down, or
maybe he already has been.
The second way can also work but it is very risky for the taxpayers and also has a
high failure rate and failures are very expensive for the taxpayers. See example

The second way is as far as the Mayor or City council is concerned the only way to
fly, you just cant be letting A business just up and start without our help.
