I have noticed some things that are Strangely missing from the city of
Newton Illinois 837 page code book.
No mention of Resolution 08-03
No mention of automatic yearly utility rate increases.
These two items explained here.
I assume that the reason that these two items were not included is that
they did not want to make the city code book to big.
