The City of Newton Illinois and the County of Jasper negotiated a deal and agreed to share
equally all of the Costs for the Animal Control Officer and the dog pound.
This all sounds like a good Idea until you consider the fact that by state statute animal
control is the sole responsibility of the county and the fact that because Newton is in Jasper
County Newton taxpayers get hit double and the result is that Newton residents pay over 4
